Weather can be great to adding atmosphere. (Pun only partially intended.) Or it can contrast. Or it can distract. I've read both. But I have certainly read stories that opened with weather, and there really wasn't a better way to open the book since it set the stage for that first scene.

Our local chapter of SinC, the Chessie Chapter, did a whole anthology in which we REQUIRED the writers to use weather in their short stories. Check out STORM WARNING! (In other words, Barb Goffman, Marcia Talley, and I completely agree with you.
